  • Participate in government tenders. Tendering procedures often detail accommodation requirements, which must be supported by a certificate of category assignment.
  • Participate in major Russian and international events.
A law has been signed on the gradual introduction of mandatory classification of hotels, ski slopes, and beaches throughout Russia.

Amendments were made to the Law "On the Fundamentals of Tourist Activity in the Russian Federation" and the Code of the Russian Federation on Administrative Offenses in order to improve the legal regulation of the provision of hotel services and the classification of tourism industry facilities, which shall enter into force on 01.01.2019, with the exception of provisions for which a different date of entry into force is established by this article.


  • from 1 July 2019, in relation to the provision of hotel services in hotels with more than 50 hotel rooms;
  • from 1 January 2020, in relation to the provision of hotel services in hotels with more than 15 hotel rooms;
  • from 1 January 2021, in relation to the provision of hotel services in all hotels.

As of today, the hotel classification procedure is voluntary, with the exception of the periods of the 2014 Olympics for hotels in Sochi and the regions, and the FIFA World Cup.
On Amendments to the Federal Law "On the Fundamentals of Tourist Activity in the Russian Federation" (link to the document) and the Code of the Russian Federation on Administrative Offenses (link to the document) in order to improve the legal regulation of the provision of hotel services and the classification of tourism industry facilities.

The hotel classification procedure includes an expert assessment of a hotel or other accommodation facility for compliance and is carried out in six stages:


1. Stage One - an assessment of the hotel or other accommodation facility's compliance with one of the categories (preliminary assessment);
2. Stage Two - a scoring assessment of the hotel or other accommodation facility is carried out according to criteria corresponding to the established requirements;
3. Stage Three - an assessment of hotel rooms or other accommodation facilities is carried out according to the established requirements of this Classification Procedure;
4. Stage Four - a scoring assessment of hotel rooms or other accommodation facilities is carried out according to criteria corresponding to the established requirements;
5. Stage Five - a point assessment is carried out of the compliance of the hotel or other accommodation facility staff with criteria that meet the established requirements;
6. Stage Six - Based on the above steps, an assessment report is drawn up for the hotel or other accommodation facility's compliance with one of the categories.
7. Upon completion of the classification procedure, a certificate is issued assigning the category to the hotel or other accommodation facility for a period of three years.

8. Issuance of a "Certificate and inclusion in the state register of the Ministry of Culture".
