Hotel Design Rules and Regulations

The hotel is being built according to a design that covers all aspects of design and technological solutions. To pass the expert review, the project must comply with current design standards and regulations.
In this article, we will discuss the specifics of hotel design, the basic rules for designing a hotel building, and the current hotel complex design standards (SNiP, SP, GOST, SanPiN).

I. Specifics of Hotel and Motel Design:

 Developing methodological recommendations on this topic is not an easy task. Its complexity stems from the abundance of existing regulatory documentation, both new and outdated.

Generally, design methods and fundamental concepts have not changed much in recent decades, but the advent of modern technologies has rendered some older standards obsolete. The use of new materials and equipment increases the reliability of the complex, saving space and resources. Therefore, one of the designer's responsibilities is to maximize the benefits of using appropriate technologies while obtaining a positive expert opinion. Design requirements are governed by current codes of practice (SP), which are developed and approved by the Ministry of Construction, the Ministry of Emergency Situations, and the Ministry of Health of Russia. These codes are constantly updated, revised, and amended, and there are situations where one document references another that is no longer in effect or does not yet exist. It is necessary to consult both new and old regulations, as well as take into account local urban planning codes.

There are also international standards and regulations for the design of hotel complexes, inns, and motels (the International Building Code (IBC)).


  1. KEY STAGES IN HOTEL DESIGN:
  2. Defining project requirements
  3. Concept (business planning stage), preliminary design, or pre-project proposal. If necessary, a financial model, feasibility study (feasibility study for the design and construction of the hotel), or technical and economic assessment (TER) are prepared.
  4. Stage "P" (project):
  5. a) Preparation of drawings and documents reflecting the selected solutions, and a rough estimate.
  6. b) Expertise by the Main Directorate of State Expertise of Russia or another certified organization. Receipt of a positive conclusion.
  7. Stage "RD" (working documentation):
  8. Completion of the detailed development of all sections, creation of final drawings and text documents that will be sent to the construction site, and a detailed estimate.
  9. For subsequent construction, in accordance with SP 11-110-99, author supervision is used to prevent violations and ensure the result complies with the design.

II. Design Features of Hotels of Various Categories

 On March 24, 2017, a bill was adopted on a mandatory system for assigning "stars" to hotels, according to which the highest class is five, and the lowest is called "no stars." The process takes place in three stages, depending on the number of rooms:

  1. from 50 since 2018
  2. from 15 since 2019
  3. the rest since 2020
For hotels hosting the 2018 FIFA World Cup, classification is now mandatory.

Without a classification, providing hotel services will be prohibited, so the hotel must be designed with the desired star rating in mind.

Currently, the standardizing document is Order No. 1215, which outlines the requirements for hotels of all sizes, apart hotels, as well as guest houses and similar accommodation facilities. The list is extensive: from the size of a parking lot or conference room to the availability of high chairs and restaurant opening hours—and for all establishments, a certain number of points must be earned.

Of course, these are not the only conditions for rooms, and the presence of many things is also taken into account: an alarm clock, various lamps, a mini-bar, a safe, carpets, a decanter, newspapers, cabinets, a hair dryer, mirrors, a trash can, and more.
